Scottish Government guidance support adult victims human trafficking exploitation consultation.

In autumn last year, the Scottish Government announced that we would be drafting guidance on support for adult victims of trafficking and exploitation in Scotland. The intention behind this is to make publicly available the information on the support available to adult victims. While it is primarily intended for those organisations who are delivering support under the Human Trafficking and Exploitation (Scotland) Act 2015 to individuals who are or may be victims of human trafficking and exploitation for the purposes of the National Referral Mechanism, it is also intended for local authorities in Scotland who deliver a range of functions, organisations who work directly with survivors and those in the broader anti-trafficking sphere. It also aims to provide important information to victims and survivors who will want to know their rights and the supports available in Scotland.

A public consultation on a draft of this guidance is now open and will be live until 17 June 2026. The guidance covers the roles and responsibilities of different actors, the referral into the National Referral Mechanism (NRM), the principles and processes underlying victim support and the various aspects of support provisions.

We welcome your views on the draft. An easy read and translated (Vietnamese) version of the guidance will be published shortly.
